Summary
Police officers are targeted and being killed by an unknown person. Thinking the suspect is related with the police force, they're keeping quiet about the situation. Though when officer Sato is critically injured by this killer, Ran is the only eye-witness. Suffering from traumatic shock, she loses her memory of everything in her life. As a result, the killer now knows that Ran has seen his/her face, s/he must get rid of the sole eye witness. Conan must find the murderer while protecting Ran... and his true identity. As part of a plan to restore Ran's memories, Kogoro and Sonoko take Ran to Tropical Land. Conan is not informed of this, however, and concerns himself with the investigation of the case. Professor Agasa and the Detective Boys (Ayumi, Genta, Mitsuhiko, and Ai) also go to Tropical Land. At Tropical Land, one of the suspects approaches Kogoro and Ran. The man is stopped, due to the combined efforts of the Detective Boys and taken in for questioning by Kogoro. As it turns out, the man was merely attempting to talk to Kogoro- the murderer is still at large. Meanwhile, Conan discovers who the real murderer is. Realizing that Ran is in danger, Conan rushes off to Tropical Land and searches for Ran. When he finally catches sight of Ran, Ran is already being targeted by the murderer. Conan contacts the Detective Boys via the badge communicator and Ran is saved by Agasa. Thoroughly frightened, Ran runs off, with both the murderer and Conan in pursuit. Conan eventually catches up to Ran and they run all over Tropical Land to escape from the murderer.

Plot
The Conspiracy
The scene begins with Conan on a Phone Booth disguising his voice as Shinichi talking with Ran about their memory at the Tropical Land together. She mentions the fountain, and rainbow. While talking the rest of the detective boys excluding Haibara, walked by Conan not noticing him. They mention a quiz they wish to try on him. Ayumi tells Conan the question of what kind of person he is:
Ai's answer:
"He's not the Summer," while looking looking at the moon.
Mitsuhiko's question: (Did Haibara-san?)
1: Compliment Conan-kun
2. Criticize Conan-kun
Conan's Answer:
The second one
("The Summer months are six, seven, and eight. So she said I'm not a 'rokuna' person, while rokuna means decent.")
The Detective Boys gets scolded for trying to cross the street at the wrong moment by a man. Shortly after Conan asks Ayumi, Mistuhiko, and Genta a question.
Conan's Question:
What do you think that man's occupation is?
After a few guesses Conan tells them a Police Officer because of the use of his memo pad. After the crossing signal turns green the police officer named Narasawa finishes using the phone booth Conan just used. When he opens the booth an unknown assailant comes up and shoots him with three times. Conan quickly realizes the situation and starts chasing him but to no avail. Narasawa dies shortly thereafter grabbing his left shirt pocket in his final moments. The murder appeared on television, showing the deceased officers details. The news reported that a conference would be held at the Beika Police Station, with support from police headquarters. Inside the police station Inspector Megure questions the only witnesses Ayumi, Matsuhiko, Genta, and Conan on the gunman's appearance. The only one with any precise details is Conan, but the only details they surmise are that the killer is left-handed, and used a 9mm automatic pistol.
Nighttime arrives, a red car goes down to a car garage. The driver spots a man lying dead with a memo pad with a police emblem on it. The murder once again appears in the papers identifying him as Officer Shiba. At the Metropolitan Police Department - Investigation Division One, Megure receives a call from Kogoro, but he quickly closes trying not to disclose any details. In the Police Chiefs Office, Tochirou is seen grabbing a knife with the name “T. Jinno” on it. At the Beika Sun Plaza Hotel Shiratori's sister Sara invited Kogoro, Ran, Conan, and Sonoko to a party to celebrate her marriage. While signing in, the group meets up with Eri Kisaki. Ran decides to put her bag away, while there Conan spots an unusual transparent umbrella that he's seen before. They join the party with a heavy atmosphere. It finally starts and the lights shine on the bride and groom. Conan notices a man leaving as it start. A few moments later Kogoro tries to speak with Inspector Megure but he brushes him off once more. Conan figures he likely can't reveal any information pertaining to the investigation, so Kogoro blackmail's officer Takagi to talk or he'll tell Sato he loves her. Takagi says this information was kept from the mass media, but officer Shiba was reaching for his memo pad when he died, similar to Narasawa's death. Shiratori interrupts their conversation saying "Need not to know". Conan deduces that the case's culprit may belong to the police, likely a police officer or an entire division working together. The scene picks off with Ran and Eri discussing proposals with the bride and groom. Ran asks how Kogoro proposed to her. Eri tries to change the conversation but Sonoko, Sara, and Ran persist. She says “I love you so much, more than anyone in this world.”
Toshirou's son Toshiya interrupts the party. His father being brash, tells him to leave as he wasn't invited in the first place. Kogoro then sees an familiar women whom he can't recall. Inspector Megure asks Sato in secret about an offer, but she refuses. She picks up her things at the counter unbeknownst to her she was being followed. While putting make-up in the bathroom and conversing with Ran, the killer makes a call to a bomb situated to the power switches, which upon receiving, detonated, knocking out the lights on the 15th floor. Sato decides to check out the situation, while Ran finds a flashlight, but as she picks it up the killer shoots Sato four times, missed Ran once hitting a water pipe, and missing a sixth time just an inch away from Rans ear. Sato falls back with her. The killers flees leaving the scene and gun behind. The power-generators turn on as Ran shortly regains consciousness. She finds herself on the floor with Sato on her lap unconscious with bullet wounds, and losing blood. On seeing the blood she blames herself for picking up the flashlight enabling the killer to see. She falls unconscious as Megure, Takagi, Kogoro, Conan, and Shiratori arrive. An ambulance is called immediately, and Chief Toshirou orders the sealing of all exits. Conan finds the gun with an empty cartridge and flashlight reasoning that it's the killers gun from the previous murders.
Lost Soul
Toshirou then proceeds to test everyone who attended for gunpowder residue, including his son Toshiya. Conan remembers the unknown man and women who left the party oddly. At the Beika City Hospital emergency room, Megure explains her condition as critical. One bullet stopped close to her heart, and now there's a 50/50 chance for her survival. Eri and Sonoko visit Ran who's still unconscious. Conan once more is vexed by the strange flashlight left on the floor. Shiratori explains that gunpowder was not found on anyone, nor were there any prints on the weapon. Officer Chiba arrived with the cause of the blackout problem, and tells them the explosion was triggered by a cellular device. Conan finally figures out that the flashlight must've been stored in the cabinet, with the lights turned on. Sonoko runs to informs Kogoro that Ran's regained consciousness but is acting strange. She is seen grasping her head, not remembering who she is, or anyone else in the room. Shiraori calls a psychiatrist named Dr. Kazato who asks her a series of questions.
At a conference room, Dr. Kazato explains that this is a memory reverse which occurs after a traumatic experience and causes memory loss on things before the event. Officer Chiba, and Takagi then come in the room and explain that Satos bullets were removed but it's still questionable whether she will survive. Conan asks for the analysis on the flashlight, and found only Ran's fingerprints. They all come to the conclusion that Ran blamed herself for Satos injuries, causing memory loss. Under the circumstances Megure agrees to tell Kogoro the situation. Last summer a surgeon from Touto University Hospital - 1st division named Jinno Tobotsu was murdered and found in his apartment. The person in charge was Megure's senior officer Inspector Tomonari, with his two subordinates, Assistant Chief Inspector Narasawa, Officer Shiba along with Sato. With a scalpel in his hand Jinno cut his carotid arteries on his right neck. The discoverer of the body was a reporter who lived in a nearby town, his younger sister Tamaki.
Kogoro briefly remembers the unknown women who was at the party that left abruptly. She came to the agency, but was too drunk to know anything. However Conan interrupts and remembers that the parent's of Jinno's patient accused him of surgical mistake, thus the conclusion that his death was likely suicide. But his younger sister Tamaki rejected the possibility of suicide, because he didn't care much about his patients. More evidence is provided against suicide by the fact that about a week before the murder in front of a storage facility, he was arguing with a man that had purple hair. So inspector Tomonari and his team went over to investigate. Narasawa headed up the stairs and found the door to be locked. so they switched plans and started a stake out. Shiba hid behind a corner in the shadows the the rest hid behind a few crates in nearby alley. at the time it was a scorching day, and Inspector Tomonari suddenly has a heart attack most likely due to the hot weather. Sato almost calls the ambulance, but Tomonari stops her not wishing to jeopardize the stake out. He instead insists on catching a taxi to a hospital. He quickly falls on the ground and Sato takes him immediately to Touto University Medical Hospital. During the operation he took his final breath. Narasawa, and Shiba were left wondering what happened. Chief Odagiri's son Toshiya comes down with his band members and enter a storage room. Megure then goes on to say along with Tomonari's death, Jinno's was concluded as suicide and so the investigation ended there.
Shiratori pulls out a picture of Tomonari's only son Makoto. H was the man who left the partly after it had started. At his fathers funeral he blamed the officers present as the killers. Shiratori also reports that Sato's been investigating something while off duty. Both officers from the past asked Sato to join in not realizing the connection between Toshiya and Jinno. In the notes Narasawa and Shiba conclude that the culprit is someone from the police force. Takagi was assigned to investigate Makoto, while Shiratori was assigned to investigate Toshiya. As the group heads up to the top floor, Kogoro brings out a wild accusation that Toshiya's the killer as he figured the case was being reviewed again. But of course it isn't possible since he was at the party and was checked for gunpowder residue. The police's current focus is Makoto seeing as how he's missing, and was spotted close to the deaths of Narasawa and Shiba. Conan brings up a fact of the killers profile, he's left handed. Shiratori then remembers that Makoto is left-handed and so is placed immediately on the wanted list.
Confession
Another left-handed suspect would have to be Tochiya as he lit a match with his left hand, Eri also brought up Chief Odagiri as another suspect. The accusation uneases Megure. The next day ran receives a MRI scan, and Agasa with the Detective Boys come visit her. They casually introduce themselves in the park outside of the hospital, but she still can't remember. Ai senses a threat that's near, but no one is found. The threat appears yet again as Ran is being put to sleep. Conan chases but couldn't find anyone. He presents the Kogoro with the possibility of ran witnessing the attackers face, and so two guards are put on her. Ishiin Chiba and Takagi. Dr. Kazato speaks with Eri as of the results of the MRI machine, showing that there is no physical damage but rather Ran tried to save herself from more emotional shock. Kogoro tries to remedy the situation by trying to force her memories back, but Eri is against it as it might cause additional stress. Two days pass and she is finally discharged, Kogoro starts to describe the environment as a patient usually regains memory in a relaxed place. He gives a tour of the 2nd and 3rd floor of the agency along with her room and decides to go out to eat. Eri insists on cooking but Conan and Kogoro both now how that's gonna turn out.
Morning arrives and the detective boys turn into "The Ran-oneechan Guardians". Ai comments to this incident as a relief to Conan. This way he doesn't have to conceal his identity anymore. Sonoko brings over an album of karate championship pictures but doesn't recall anything. Although with Shinichi's pictures she gets a feeling of nostalgia. At night Makoto walks over to the agency but notices officer Chiba on duty watching over the house. He quickly panics and walks away covering his face. Eri invites Conan, and Ran to Ginzai. At Beika Train Station while waiting the assailant pushes Ran into the tracks as the train arrives. Conan quickly jumps off, holds ran and takes her away just narrowly avoiding the train. Kogoro arrives at the hospital as Dr. Kazato expresses his concern that she might become afraid of regaining her memory. The attack confirms Conans suspicion that Ran saw the killers face. At the Beika Sun Plaza Hotel he walks by the check-in area where Ran picked up her bag. He then remembered the transparent umbrella he saw after the incident, but that time it's button was open and was on the opposite side. When ran was discharged she was frightened at the puddle due to rain, but Conan now realizes that she wasn't afraid of that. It was the umbrella that caused it. Conan tells the check-in women that it was his umbrella hoping to check for bullet holes. He found that using the umbrella the killer could easily escape without getting any gunpowder on himself.
He walks down the street and goes into a place "O-zy". Tochiya's band is playing and Conan spots Jinnos younger sister Tamaki leaning on a wall idly staring at Tochiya who's playing front stage. Conan figures that she didn't just walk out of the party that night, she was following Tochiya. He stops playing and catches on to her. She threatens to find evidence of his two murders. Upon leaving Conan talks to her about Jinno, and her grudge against the police officers who let the case conclude as a suicide. He asks her to take a visit to the enemy. They arrive at the home of Chief of Police Odagiri. After after they sit and Tochirou gives her the knife with T.Jinno which he finds in his son's room. Toshiya confessed that Jinno had been distributing drugs illegally. So Toshirou sent Narasawa to re-investigate the case, but after Narasawa was killed he assigned Megure to it.
Meanwhile at the lobby at Beika Central Hospital Sonoko and Ran talk about what happens as Chiba sits close by. A commercial about Tropical Land comes on which captures her interest. She remembers that place. Dr. Kazato sees an improvement in her memory but Eri is against her going to such an open place, but she objects and wishes to go anyway requesting that Conan not come as that might put him in another dangerous situation. At the agency they wait for Conan to leave so they can sneak off. The Detective Boys follow her closely and so does Makoto whose closely behind in a taxi. Conan meets Tamaki at a place called "Cafe le Flora" to speak about the police files. Conan notices Tamaki using her left-hand, while he thought she was right-handed. She explains that while she was born left-handed she learned to use her right. Shortly after Tamaki leaves in a taxi headed towards Tropical Land. Tamaki leads the group toward "The Mystery Coaster" in side Terror & Fright Land. This location made it's first appearance when Shinichi disappeared. Makoto appears after the ride is over as a cartoon character passing out balloons, he walks over to Ran but the Detective Boys figure out he's not who he seems to be and chases after him. After a few tricks he falls to the floor caught by Kogoro.
The Final Memory
He takes him down to the station while Ran and Sonoko stay behind concluding that the killer is caught. Back at Totou University's medical hospital Conan talk to two of the nurses who comment on how Jinno acted. They described him as greedy and was constantly being accused of making mistakes during operations. Once, he even cut the hand of a doctor he was doing surgery with and because of it the patient died. He calls Kogoro although no one answers so he calls Eri at her law office. Her secretary Kuriyama answers and once again is faced with no one. Conan races for Tropical Land using his skateboard. At police headquarters Makoto is questioned by Megure. He describes a male voice called him, who would tell him the truth about his father's death. Makoto showed up at Beika Intersection and no one showed, although nearby Narasawa was shot. The same voice called again this time to meet him at Midori-dai, Mezon park mansion. Once more he didn't show, although this time officer Shiba was found murdered. It was only moments later he realized he was being framed. He checked his messages the next day with Sato being one of them. He was told to visit the Beika Sun Hotel at the party, or he would be arrested for murder. He arrives but leaves at the site of all the police. He hadn't realized moments later Sato was shot. He explains the incident at the park, that he was going to speak with Kogoro about the murderers true identity. Megure, and Kogoro realize that the real killers still loose.
Conan finally arrives and immediately goes to the Ice Labyrinth. He uses the vantage point along with a scope to find the killer. He spots him with a gun and a silencer attached near "Calle Santa Cruz" or "Santa Cruz Street" behind a wall. He uses his badge to inform Genta, Ayumi, and Matsuhiko of the danger. The killer prepares his shot but Dr. Agasa protects Ran and gets a scrape in his shoulder. Ran splits off from the group fearing she might get everyone hurt. Conan sees her run toward runs toward "Dream and Fairytale Island". He skates down the mountain, and takes Ran off the murderers path. They both get in a speedboat and start going down an amazon river. As they move across the river the killer comes in on a different speedboat, he shoots and misses five bullets as they head down a tunnel. Once out Conan counts 20 minutes to 9, and they fall off of a waterfall. They run up a mountain, and Conan starts to reveal of the killers identity. He tries to relieve the killers caution by mentioning that after a certain time the mountain is empty. While Narasawa was dying he grabbed his heart not his memo pad, he was referring to Dr. Kazato as the killer. Conan noticed this when he made a phone call using his left-hand.
He explains that seven years ago at Touto University Medical Hospital he was the number one heart surgeon among young doctors. Although after an accident made by Jinno, his hand was ruined. He resigned his job out of pride and became a psychiatrist. One year ago he transferred to the psychiatry department in Beika Central Hospital, there he met Jinno, who invited him to drink. On questioning whether the accident was intentional Jinno replied "You're too good-natured." it was then that he decided to kill him. He was already being sued for malpractice so there was enough motive for suicide. He found out the case had been reopened and after Tomonari died, Narasawa received counseling from Kazato due to emotional shock. He found out Makoto hated the police for his fathers death and so he'd make the perfect puppet to frame. Conan informs Ran to jump down a hole behind him. They arrive at the main portion of "Volcano & Adventure Island". Kazato quickly corners Conan and Ran and jests Conan into solving the umbrella trick. After he blew the hotel lights on the 15th floor, he put on his surgical gloves, and took his umbrella that he prepared beforehand and entered the ladies room. He shot the gun through a small hole he'd created. The umbrella, along with the surgical gloves protected his body from any residue. As Kazato prepares to shoot, Ran questions Conan's actions, he simply replies:
"Because I love you.
In this world,
more than anyone else."
They jump off into the fake lava and ride it down to "Science & Space Island". Conan counts down as 46 seconds remain. He takes ran down to the middle of the water show. Kazato shoots Conan in his shoulder. He begins the countdown from ten. After the fountain activates, Ran's memory suddenly rushes back from the incident. As they were surrounded by water Conan prepares can of cola in Ran's backpack. He throws it in the air and catches Kazato's position. He prepares his power-shoes, and kicks the can into his face before killing him. As he walks by Kazato's "unconscious" body he grabs Conan by the throat slamming him down and preparing to stab him. As he was aiming down ran breaks the knife in half with her kick. She quickly knocks him unconscious as the police arrive. Everyone's relieved to hear the good news as Sato regains consciousness. Chief Toshirou congratulates Conan, and asks who he is. Conan replies "Need not to know".

Postcredits
Ran thanked Conan for helping her to restore her memories but says she's too old for him (responding to what happened in Tropical Land) then Shinichi/Conan ended up saying "I think like that crazy old guy (Kogoro)??!! Geez..."
Important Quote
While being chased by the criminal, Ran asked Conan, "Why are you protecting me so much?" Conan replied, "Because I love you, in this world, more than anyone else." At the very beginning of the movie, right before Ran lost her memory, Ran asked her mother how her father proposed to her. Surprisingly, Mouri Kogoro had said (almost) the same words Conan said to Ran.
In the very beginning, Shinichi and Ran are in Tropical Land. Shinichi took Ran to a fountain, and as the fountain activated, a rainbow appeared. Ran and Conan are on the phone, and when she asks him about the rainbow, Shinichi thinks, "How does she remember this?" (Irony: Ran has lost her memory, and that fountain restored her memory, with a gun slicing the water.)
